Total Roamer Exchange Control System© allows any mobile operator to substantially amplify the efficiency (and consequently, the revenue-harnessing capability) of their billing system. Total Roamer Exchange Control System is the next generation client/server, inter-carrier/clearinghouse application that will enable carriers to effectively transfer roamer billing information utilizing CIBER/TADIG standards in a near real time environment.
Through the telecommunications billing experience of the technicians at TSS, several criteria were identified for an application that would, if implemented, streamline the mediation and settlement process. Some of these criteria are:
- The processing of CIBER, TAP1, TAP2/TAP2+, TAP3, NAIG TAP files more efficiently and placement in a common area for forwarding to the appropriate carrier's ARP or roamer exchange partner.
- The securing of data and data integrity through the use of encryption and state-of-the-art auditing practices.
- Plug and play application.
- Providing pack level and message level correction.
- Providing user-friendly point-and-click on-line corrections.
- Providing a data warehouse to store summary information.
- Providing daily, monthly and on-demand reporting files.
The functionality of TRECS was designed to achieve all these goals.
The clearinghouse system resides on a NT, HP, or mainframe platform. The transfer of input or output files can be done via FTP, SNA, NDM, internet, or most other existing processes.
Pack-level editing can be done in "near real-time" or by scheduling.
Record level edits ensure that valid values exist in each of the individual record types.
The system handles all valid CIBER and TADIG format record types.
A file is kept of all records that are considered valid for use in duplicate record checking.
Records are returned according to CIBER and TADIG standards.
Packs and records that fail edits are placed in a correction data set.
Calls are rejected that are made by roamers or Electronic Serial Number (ESN)/Mobile Identification Number (MIN) combinations.
A daily charge total is kept for each customer for comparison to the threshold limit. The high usage thresh hold is a warning flag for the detection of possible fraud.
The net revenue value is forwarded to a financial institution or inter-carrier clearing partner for electronic funds transfer.
For system level security, TSS utilizes the standard existing security features available for each platform to provide the external layer of data privacy.
At the application level, the TRECS software maintains password security at the primary screen and down at the user level.
Each step of the internal process of the clearinghouse generates auditing data records. These are used for verification of data sent/received and net settlement.
Control and administrative updates are performed using online customer database maintenance.
TRECS provides the ability to generate files with customized contents. This is primarily used for off-site data exchange.
Standard files can be downloaded to a server for production of customized reports. Many analysis functions rely on a high performance/low cost query function capacity.
TRECS uses large volumes of historical data to enable trend analysis and forecasting.
Standard reports may be pre-defined for examination of subsets of data. These are recurring reports which assist in the performance of routine control functions.
Allows you to set up scenarios to evaluate the effects of decisions. Assessing different alternatives is now possible with the collaboration of large data volumes and powerful data engines.
TRECS allows the customer to conduct business with partners who use a different currency.
Large databases enable the use of data warehousing techniques.
TSS can provide information to support the development of a disaster recovery plan.
The conversion of all valid record types provides for the transmutation of data between CIBER, TAP1, TAP2, TAP3, and NAIG TAP formats.
